Administrative duties
Did you get your scholarship offer?
Then, congratulations! You are on board! However, your journey isn’t over yet and you still have some important administrative tasks to do. What are these? We’ve collected the most important steps which are necessary to do before your travel to Hungary and during your stay. Check out our overview!
Your scholarship offer
It is important that you have one week from the date the offer is sent to accept or decline the scholarship offer.
If you decline the offer, you will be automatically excluded from the scholarship programme for the given academic year. Please note that if you do not make a final decision by the deadline, you will also be excluded from the scholarship.
There is also a possibility that your chosen study programme may not start at your allocated host institution, for example, due to a shortage of applicants for a specific study programme.
All scholarship holders will be able to accept the scholarship through the Dream Apply application system previously used when applying, within the given deadline.
Please note that in case you accept the awarded scholarship, but do not travel to Hungary and do not start your studies in the academic year in which you were awarded, you must inform the Tempus Public Foundation and your higher education institution by 15 October. If you fail to do so, and you do not withdraw your application, you will not be able to apply for a Stipendium Hungaricum Scholarship in the next 3 application cycles.
How to accept your scholarship?
Step 1: Please log in to the Dream Apply application system at apply.stipendiumhungaricum.hu
Step 2: Click on the Offers Menu on the left side of the page
Step 3: If you see “Scholarship awarded” or “Conditionally awarded” written below, it means that you have received a scholarship offer.
Step 4: If you do not see this, it means that your application is still being processed until you are notified of your results.
Step 5: When you see “Scholarship awarded” or “Conditionally awarded” you can accept or decline your scholarship offer before the given deadline by following the instructions below.
What does “Conditionally awarded” mean?
If you receive a conditional offer, you still have the opportunity to accept or decline the conditional offer by the specified deadline. If you decide to accept the conditional offer, please follow the steps described above. Once you have accepted the offer, you will be sent a Letter of Admission and a Letter of Award upon successful upload of your missing documents.
Please note that there is only one scholarship place offered for each applicant, therefore you should not wait for another scholarship offer.
In case you decline the offer, all of your study programme choices will be automatically rejected, and you will not be able to benefit from the scholarship.
Once you have accepted the scholarship, we strongly advise you to start the visa application process as soon as possible, as it tends to be a lengthy process and to follow the instructions provided by the respective Hungarian consulate.
If you do not receive your visa by the start of the semester, you will not be able to start your studies and you will lose the opportunity to benefit from your awarded scholarship.
Please note, that in case you accept the awarded scholarship, but do not travel to Hungary and do not start your studies in the academic year in which you were awarded, you must inform the Tempus Public Foundation and your higher education institution by 31 August. If you fail to do so, and you do not withdraw your application, you will not be able to apply for a Stipendium Hungaricum Scholarship in the next 3 application cycles.
What obligatory documents do I need to upload?
During the application process, you may come across the phrase “missing documents”. These are documents that need to be submitted before your application can be fully assessed. Examples: passport, language exam, proof of qualification, school leaving certificate, diploma, etc.. For more details, check out the Call for application.

What is the submission deadline?
If you have received a conditionally awarded status, the deadline for uploading the missing documents is 1st August.
In certain cases, it is expected that the date of the final exams or the issuing of certificates will be postponed, and graduates will not be able to receive them before the deadline. In this case, the relevant Sending Partner/Ministry will be able to confirm the situation and send an official statement to Tempus Public Foundation (TPF). The TPF will inform the institutions accordingly.
After submission
Universities will check your uploaded documents regularly.
Once your documents have been approved by the university, you will receive a notification through the application system stating that your missing documents have been approved.
If the university does not approve your documents: You will receive a message from the application system, that your missing documents have been rejected and your application will be closed. This means that you will not be able to receive a scholarship for the 2024/2025 academic year. However, we encourage you to apply again next year.
What do you need to start applying for your VISA?
Following the acceptance of your scholarship offer, you will receive two important documents: the Letter of Acceptance issued by your host institution and the Letter of Award issued by Tempus Public Foundation. You will need to submit these when applying for a visa.
Letter of Acceptance
You will receive a Letter of Acceptance from the host institution with further details about your arrival and enrolment if you:
successfully uploaded all missing application documents to the online system by 1 August
and you have accepted the scholarship offer by the given deadline.
Letter of Award
Within a few days of receiving the Letter of Acceptance, you will be able to download the Letter of Award from the online application system. This letter is issued by the Tempus Public Foundation, and it contains information about your scholarship holder status, including basic data of the scholarship holder, duration of scholarship status, amount and scope of scholarship, and conditions of its validity. You can download both documents from the online application system and they will also be sent to your registered email address. Please make sure to start your visa application process as soon as possible!
Once your application has been successfully completed, your university coordinator will send you a comprehensive information pack by email or via the DreamApply system. If you haven’t received your Letter of Acceptance, please contact the coordinator of your host institution as soon as possible.
We also advise you to check the website of your host university. Most universities have websites dedicated for Stipendium Hungaricum or foreign students, where you can find detailed information on administrative as well as study-related matters (such as the academic calendar or the Code of Studies and Exams).

Please find the list of countries that do not need a visa to Hungary on the following link
Please note that the provided list is only for information purposes. It is highly recommended that you contact the Embassy of Hungary accredited to your country before the intended departure in order to get a confirmation.
If you are travelling to Hungary from a visa-free country, you will be able to use the visa waiver certificate that you will receive in a separate email from Tempus Public Foundation. However, to ensure that you have a smooth travel to Hungary (especially if you have one or more transit flights), we recommend you to contact the Hungarian Embassy accredited to your country for further info and apply for a type-D visa. The D visa allows foreigners to enter the country and collect their residence permit card in Hungary.

More unique cases
In the case of certain countries, the exemption from the visa requirement applies only to holders of biometric passports. For further information, please check the country list at the above link.
Scholarship holders taking part in online education while not residing in Hungary are not entitled to receive the monthly stipend, accommodation contribution and medical insurance, as these allowances are intended to contribute to their costs of living in Hungary.
If you are travelling to Hungary from a visa-free country, you will be able to use the visa waiver certificate that you will receive in a separate email from Tempus Public Foundation. However, to ensure that you have a smooth travel to Hungary (especially if you have one or more transit flights), we recommend applying for a type-D visa. The D visa allows foreigners to enter the country and then apply for a residence permit.
VISA for family members
As stated in the Operational Regulations of the Stipendium Hungaricum Programme, the scholarship contributes to the living expenses of the scholar. It does not provide visas, supplementary benefits or administrative services to the persons accompanying them or to their family members. The legal entity of the scholarship agreement shall be the scholarship holder exclusively.
Please note that there are strict provisions in force regarding the residence permit for family reunification. For further information in this regard, please visit the following website.
How to postpone your scholarship?
So, what are your options if you have already accepted your scholarship offer but you are not going to Hungary?
The scholarship holder may request that the start of their scholarship status be postponed by one or two semesters due to health or other unexpected vis major reasons beyond their control.
The scholarship can only be postponed before the student status is established! Please contact our office at stipendiumhungaricum@tpf.hu to request a postponement.
Documents to submit
To request the postponement of studies you need to submit the following documentation to Tempus Public Foundation:
- detailed and justified explanation of your request
- the number of semesters you would like to postpone (1 or 2 semesters)
- medical certificate or other certificate that justifies the postponement
- declaration of approval from the host institution
- declaration of approval from the sending partner
You must submit the request along with all the documents via email to Tempus Public Foundation, and the Directorate for Study in Hungary (stipendiumhungaricum@tpf.hu). It is the responsibility of the scholarship holder to collect and submit the necessary documents to Tempus Public Foundation by the deadline. The deadline is 30 September. If you have not received a reply from the Tempus Public Foundation within one week of the deadline, please let us know.
How the process works?
- The final decision on your request for deferral will be taken by the Tempus Public Foundation; the host institution’s agreement alone does not mean that your request will be accepted.
- If you receive a positive decision from the Tempus Public Foundation on your postponement request, you will be notified in the DA system where your status will be changed to ‘Postponement approved’ and you will receive information on the new start date of your scholarship status.
- We advise you to contact the host institution a few months before the start of your studies and request a new Letter of Acceptance. Once you have received the Letter of Acceptance from the host institution, the Tempus Public Foundation will issue your new Letter of Award.
If you do not receive approval for your postponement during October, your postponement has not been approved by the Tempus Public Foundation.
IMPORTANT POINTS TO CONSIDER
You can only submit a postponement request once. Please note that the start date of your scholarship status cannot be changed after the Tempus Public Foundation has made the final decision on your postponement request. The decision of the Tempus Public Foundation is final and cannot be appealed. If you do not start your scholarship after postponement, you should withdraw from the scholarship until the next application deadline if you wish to apply for the following year’s scholarship. If you do not withdraw, your scholarship will automatically terminate, and you cannot apply for the scholarship for the next 3 years. Partial studies must be completed by 30 June in the given academic year and cannot be postponed.
