Latest regulations related to entering Hungary

Dear Students,

We would like to inform you about the latest regulations related to entering Hungary, stipulated in Government Decree 408/2020. (VIII. 30.) and effective as of 1 September 2020. Due to the worsening statistics, the Hungarian Government has decided to reintroduce border control regulations. This means that, from 1 September 2020, foreign citizens are not allowed to enter the country, apart from some exceptions.

However, please do not worry, because as a higher education student, you are still allowed to enter Hungary, while complying with the specific regulations.

Depending on whether you are subject to visa requirement, the following regulations will apply:

  • Foreign students travelling to Hungary with long-stay, type „D” visa or a valid Hungarian residence permit for a period exceeding 90 days are treated in the same way as Hungarian citizens, thus can enter Hungary without submitting a special request prior to their arrival.
  • Foreign students travelling to Hungary from visa-free countries need to submit a request for an exception and entry permit filling out the supporting documents on the National Police website (in Hungarian or in English): https://ugyintezes.police.hu/en/meltanyossagi-kerelem

Please find the list of visa-free countries below:

Albania, Argentina, Brazil, Bosnia and Herzegovina, Chile, Georgia, Israel, Japan, Malaysia, Mexico, Moldova, South Korea, Colombia, Montenegro, North Macedonia, Panama, Paraguay, Peru, Ukraine, Uruguay, Serbia, Singapore.

Higher education institutions will provide you with a certificate of student status prior to your arrival. Please make sure that you bring this certificate with you when travelling to Hungary and attach it to the request for exception. There is some information that you have to fill in on the certificate.

Upon entry, the same regulations will apply to everyone, all students must undergo a medical examination upon their arrival at the border of Hungary. Those who enter Hungary from any foreign country are to be quarantined for 14 days. Students may be released from quarantine only after having two negative tests taken within 5 days, with 48 hours apart. It is important to highlight that only tests conducted in Hungary can be accepted. Please be informed that the PCR tests will be covered by the Stipendium Hungaricum programme. However, this only applies if the tests are conducted at the appointed places. If the tests are done in any other place, they will not be covered by the programme. For SH students, tests will be organised centrally, your higher education institution will provide you with information and assistance in this regard.

You have to contact the higher education institution of which you are a student, and arrive at the accommodation specified in the certificate within 24 hours of entering the country.

Please note that you must not leave the quarantine – except with a special permission for conducting the test – until the mandatory 14 days are over or you have the two negative tests. We would like to point out that compliance with the regulations is checked by the authorities and we ask you to adhere to the rules at all times. The breach of the rules will entail the termination of your scholarship status.
